Cheating. Cheating is also possible with sell phones. Using text messages, using internet, calculators on cell phones could be considered as cheating depending on the task. If a teacher doesn't allow use of any of these materials, cell phones could violate teacher's expectations. Cheating is serious problem in many schools and cell phones definitely a huge temptation to many students.

Also, many cell phones could be simply stolen or broken at school, which could be a great expense for many parents. It's sounds like a good idea not to use a cell phone at school or don't even bring it.

Many cell phones can take pictures and sometimes students take inappropriate pictures of girls to violate their privacy and spread rumors around. If these pictures are taken and then sent around via cell phone to other phones or uploaded on internet, it can be very disturbing.

As you can see, there are many cons of not bringing a cell phone at school. It's more distraction for students, for teachers, could be used as cheating tool or violation of privacy and reputation.

Many schools have no cell phone policy, which allows students to bring a cell phone, but prohibits the use of cell phones in the classroom, but students are still trying to cheat and use cell phones anyway. Teachers have to watch for cell phones all the time, cause more stress for discipline in the classroom, disrupts learning and etc. If students didn't bring cell phones to school at all, it would be less temptation for them.
